DynamicTablesPkg/HwInfoParserLib: Assign unique IORT ITS group identifiers
The ITS parser leaves each ITS group's Identifier at zero, while the
PCI root complex and SMMUv3 parsers use GetNextIortIdentifier(), which
also starts at zero. This causes duplicate IORT node identifiers.
Updating the FVP IORT revision from 0 to 7 exposed the issue: the table
generator validates identifier uniqueness for revision 5 and newer,
causing table generation to fail with EFI_INVALID_PARAMETER.
Assign ITS group identifiers through GetNextIortIdentifier() so they
share the same allocator as the other IORT nodes.
