The function CoreInstallProtocolInterfaceNotify() checks if the protocol
already installed on handle by using HandleProtocol(). And later
HandleProtocol() calls OpenProtocol(). If it is determined that protocol
is present on handle, the protocol is being left open which could leak
internal resources.
This change replaces HandleProtocol() with OpenProtocol() with test
attribute, thus no CloseProtocol() is required.
