DynamicTablesPkg: Fix GIC redistributor region validation
Accept a single explicitly declared redistributor region and validate the
property size and range in both GIC parsers.
Also verify that the reg property contains the distributor and all declared
redistributor regions before performing subtraction or accessing entries.
This prevents count underflow and out-of-bounds register access.
