UefiCpuPkg/ArmMmuLib: Share maximum VA bit definitions
Move the maximum VA bit definitions to ArmMmuLibInternal.h so
they can be shared by ArmMmuLib source files.
Rename MAX_VA_BITS to MAX_VA_BITS_LPA2 to make it clear that the
52-bit limit applies when FEAT_LPA2 is used.
