UefiCpuPkg/ArmMmuLib: Drop IPA width in ArmCcaSetMemoryProtectionAttribute
ArmCcaSetMemoryProtectionAttribute() now derives the Realm CCA
protection attribute internally using ArmCcaGetMemoryProtectionAttribute(),
so callers no longer need to pass the Realm IPA width.
Therefore, drop the IPA width parameter from the API.
Since the helper queries the Realm IPA width, use ArmCcaIsRealm() to
ensure the CCA attribute is only configured when running in a Realm.
