OvmfPkg/LoongArchVirt: document Secure Boot variable policy settings
Document the recommended QEMU UEFI variable store settings for
LoongArchVirt Secure Boot deployments that need to keep Secure Boot
state locked from the guest.
These deployments should enable QEMU_PV_VARS and configure the QEMU
uefi-vars-sysbus device with disable-custom-mode=on and
force-secure-boot=on.
