Update GitHub Actions to their latest major versions across all
workflows:
- actions/checkout: v4 -> v6
- actions/setup-python: v2/v5 -> v6
- actions/upload-artifact: v4 -> v7
- actions/cache: v4 -> v5
- actions/create-github-app-token: v2 -> v3
- actions/github-script: v7 -> v9
This consolidates several dependabot PRs into a single commit.
