SecurityPkg: Integrate Tpm2HelpLib
Replace instances of the old Tpm2Help.c functions with the
new Tpm2HelpLib versions. Update files to use Tpm2HelpLib
in place of Tpm2Help.c from Tpm2CommandLib.
