MdePkg/BaseLib: Add AsciiIsSpace
Add AsciiIsSpace() to BaseLib, which checks whether an ASCII
character is a space character as defined by the ISO C isspace()
function. This will be used to implement AsciiStrToUintn() and
AsciiStrToUint64().
