OvmfPkg/XenPlatformPei: Reinit XenHypercallLib
The XenPlatformPei needs to make hypercalls, but the XenHypercallLib was
initialised before the HyperPage was ready. Now that XenPlatformPei has
initialised the HyperPage, reinitialise the XenHypercallLib.
