DynamicTablesPkg/HwInfoParser: Fixes for IORT parser

The DT "iommu-map" property describes the number of IDs mapped.
In ACPI, the "ID mapping format" describes the Number of IDs
field as: "The number of IDs in the range minus one."
Thus decrement the number of IDs parsed from the DTB by 1.

Set the EFI_ACPI_IORT_SMMUv3_FLAG_COHAC_OVERRIDE flag to SMMUV3
nodes if the DTB node has the "dma-coherent" property.

Support the "combined" named interrupt, which should be used
for all entries if present.
