SecurityPkg: Add ExcludedFvHob definition
Pei phase uses EFI_PEI_FIRMWARE_VOLUME_INFO_MEASUREMENT_EXCLUDED_PPI
to allow the platform to exclude some FVs from measurement. This
information may also be needed for the DXE phase measurement code and
this Hob provides a way to get the data to DXE
