DynamicTablesPkg/HwInfoParser: Parse ProcessorId from SoC ID
Populate processor hierarchy ProcessorId fields from the SoC.
To allow different architectures to implement flavours
of GetSocId(), introduce ArchUtility.c/h files which
aim to contain architecture-specific implementations
of generic code.
A dependency over ArmSmcccSocIdLib is also added.
