OvmfPkg/OvmfXen: Override PcdFSBClock to Xen vLAPIC timer frequency
PcdFSBClock is used by SecPeiDxeTimerLibCpu, the TimerLib
implementation. It will also be used by XenTimerDxe. Override
PcdFSBClock to match Xen vLAPIC timer frequency.
