OvmfPkg/AcpiPlatformDxe: Validate VMM ACPI table length in TDX path
InstallCloudHvTablesTdx() reads ACPI tables from VMM-supplied GUID
HOBs. A crafted table Length greater than its HOB payload could cause
InstallAcpiTable() or the debug dump to read past the table.
Reject undersized GUID HOBs and require the ACPI header and its declared
Length to fit within the payload before installing the table.
