DynamicTablesPkg/RiscV: Validate interrupt tuples before reading IRQs
The IMSIC and APLIC selectors read IrqProp[1] after checking only
that the property contains one cell. Require two complete cells
before reading the interrupt number. Use a null check for the APLIC
property pointer instead of comparing it with an integer.
