BREAKING-CHANGES.md: Announce MSVC AARCH64 Removal
This adds an entry to the edk2-stable202611 section
of BREAKING-CHANGES.md to announce the removal of MSVC
AARCH64 support in edk2-stable202702 per RFC0004.
