MdePkg: Ignore ArmTransferListLib C shim headers in CI checks
Exclude the ArmTransferListLib C compatibility shim headers from ECC and
Uncrustify checks.
These headers are provided only to satisfy the standard C header and
type expectations of the integrated libtl code. They intentionally use
standard C names such as uint32_t, bool, va_list, memcpy, and lowercase
header filenames, which do not follow normal EDK2 coding style rules and
therefore should not be checked as regular EDK2 sources.
