Check that DataRecordCount fits in the variable and that each record's
payload lies after the DataRecord array and inside the variable before
use. Reject records for volatile data types, and fixed-size records
with an unexpected DataSize, since Ip6ConfigWriteConfigData() never
writes either. Apply IaId and records only after the whole blob
validates so a later failure cannot persist a partial config.
