Add AmdMinBoardPkg.ci.yaml, wiring up the Stuart CI plugins for this
package (LicenseCheck, EccCheck with an ExceptionList for library
classes ECC can't resolve without the full PACKAGES_PATH,
DscCompleteCheck, HostUnitTestDscCompleteCheck, GuidCheck, SpellCheck,
CodeQlAnalyze, etc.), and AmdMinBoardPkg.inc.dsc, a shared DSC include
with this package's phase-scoped library-class mappings
(ReportFvLib/PlatformSecLib/SpcrDeviceLib, BoardInitLib/SetCacheMtrrLib
for PEIM, BoardBdsHookLib for DXE_DRIVER) for platforms that include
this package elsewhere.
Add StackCheckLib|StackCheckLibNull to [LibraryClasses.common] (now
required by newer BaseTools), move [PcdsDynamicDefault] next to
[Packages], and drop the [BuildOptions] block (DISABLE_NEW_DEPRECATED_
INTERFACES/USE_EDKII_HEADER_FILE/MDEPKG_NDEBUG flags), which is no
longer needed with the rest of this update.
