Platform/Intel/WhiskeylakeOpenBoardPkg: Change some PCDs type

Since the type of PcdStatusCodeUseSerial and PcdStatusCodeUseMemory
in MdeModulePkg.dec are changed, so change them from
PcdsFeatureFlag to PcdsFixedAtBuild in dsc files.
