slpd-lite[1] is a home grown application within OpenBMC that does not
appear to get much use. There are other more full function options like
Avahi or LLDP now. The slpd-lite daemon provides an unauthenticated
network interface which was the result of a fairly severe PSIRT last
year[2].
Given the above, this application should not be included by default when
building OpenBMC.

Introduce the reconfig-interface-duid-ll service for platforms that use
configuration files generated by phosphor-networkd.
This service helps adding the DUID-LL (DHCP Unique Identifier – Link
Layer) setting to the generated network interface configuration files,
ensuring proper DHCP configuration for network identification.
Tested on bletchley:

There are some settings that are desired to be set for production-level
systems, but may be less desired in development. Such as settings that
turn hard-errors into soft-errors. Add a distro feature to allow
these settings to be enabled.
Add as a production-level tweak, a config for the kernel default
setting of `hung_task_panic`. This prevents unnecessary panics
due to a busy system, usually due to poor driver implementations.
Enable the production-level tweaks on meta-facebook.

The correct MAC address of NCSI managerd ethernet interface is obtained
during NCSI config process. It will need run extra workaround to
regenerated IPv6-LL address based on new MAC address from NCSI.
Add service for checking the MAC address is correctly get from NIC card
via NCSI, then regenerate the IPv6-LL address.
Tested on Harma:

All meta-facebook systems use ipmb to interact with the OCP
debug card. The multi-host machines also use ipmb to talk with
the BIC, but the 'ipmi-ipmb' package is not considered an 'ipmi-hw'
package (because it is often installed as an addition). The single
host machine(s) use 'ipmi-kcs'.
Rearrange the inc file specifications so that the multi-host systems
do not get the 'ipmi-kcs' package.

BMC, Chassis, and Host. It supports requests to power on and off
the system by the user.

root is only added to a number of required groups if either
`debug-tweaks` or `allow-root-login` is on (see
phosphor-rootfs-postcommands.bbclass). For internal builds we turn off
`debug-tweaks`, so add `allow-root-login` to our IMAGE_FEATURES since we
need it on everywhere.

The majority of our hardware uses ttyS4 and 57600. Rather than have
each machine specify this, put it into a generic "facebook" override
as the default for all our machines. Assuming OVERRIDES is set
correctly, machines can still make specific overrides as alternatives.

Ensure OVERRIDES are specific, MACHINE or DISTRO, rather than extending
the primary OVERRIDES variable. Fix the order so that the variables are
ordered from least-specific to most-specific since bitbake applies
overrides in increasing order. This makes it so that 'fb-withhost' is
applied before 'fb-compute-multihost' is applied before 'yosemitev2'.
Thus, if a recipe has a specialization for 'yosemitev2' it is used
rather than the weaker specialization for 'fb-withhost'.
Tested by checking the OVERRIDES and MACHINEOVERRIDES for Bletchley,
Tiogapass, and Yosemitev2 to verify they look correct.

The obmc-system-mgmt feature is currently used in the image to trigger
inclusion of a virtual-provider which provides a number of packages many
systems need. Partially revert the removal of this feature so that
the outcome is:
1. The empty obmc-phosphor-sysd package is still removed.
2. By default the 'obmc-system-mgmt' feature is included, unless
specifically exempted.
3. All EVB platforms remove the 'obmc-system-mgmt' feature since
they have no system they are managing.
This partially reverts commit 060ad3ff7fcc30aff78a9e504efee9d8fa0d4526.
Tested:
* Built `bletchley` and confirmed `packagegroup-fb-apps-system` and
`entity-manager` are present.

Every machine layer treats 'system-management' as either part of a
package-group or removes the feature. The sample implementation in
meta-phosphor is a do-nothing shell script (and up until recently was a
Python script). There appears to be no useful purpose to this feature
as a stand-alone concept, so remove it.

Due to our structure and missing RPROVIDES we were picking up
old python-based implementations of some daemons. Restructure
our conf and package group files to look more like meta-intel,
and point to the proper implementations of services.
