meta-facebook: catalina: Fix PDB_MAX_VR_TEMP_C N/A Issue
Resolve an issue where the `max()` function fails if the first parameter
is N/A. Add 0 as a minimum value in the comparison list to ensure proper
functionality and prevent errors.
