meta-google: gbmc-nic-config: Re-add neighbors on carrier change
Our neighbor proxy entries get lost when the carrier state of the link
changes to down. Ensure any time the carrier is regained that we re-add
the neighbor entries again.
Tested: Brought the link up and down a number of times and verified
that the neighbor entires come back.
