meta-ibm: Enable bmcweb-logging to error level
bmcweb now supports to specify the logging level by
https://gerrit.openbmc.org/c/openbmc/bmcweb/+/60212
This is to enable the Error or higher bmcweb logging levels
for meta-ibm.
Tested:
- Build BMC image
- Run bmcweb and verify Error/Critical logging messages
- Verify Redfish Validator
