meta-facebook: clemente: Reorder and add FRU EEPROM bindings for Clemente standby-power-enable
This change updates the `bind_fru_eeproms()` function in the `standby-power-enable`
script for the Clemente platform to:
- Add missing FRU EEPROM binding for Module 1 at address 12-0050.
- Reorder the CBC 0/1 and CBC 2/3 FRU EEPROM bindings to match actual hardware topology.
