meta-facebook: santabarbara: add tty usb symlink for sitv3 and rainbow
Add udev rules to create persistent symlinks for ttyUSB devices
on SITv3 and Rainbow platforms. This ensures consistent device
naming regardless of enumeration order, making it easier for
services and scripts to reference the correct serial ports.
