Make wget prefer openssl
When developers use wget, ideally they wouldn't need to pull in the
binary size of gnutls as well. wget has packageconfig options for this,
so add those to the distro preferences.
Tested:
Built with wget and "wget --version" includes "+ssl/openssl" in the
response.
