meta-phosphor: phosphor-user-manager: introduce ldap PACKAGECONFIG
Add a PACKAGECONFIG for phosphor-user-manager to enable or disable
LDAP support and leverage the existing DISTRO_FEATURES automatically
for this. Adjust the obmc-apps package group to remove the LDAP
dependencies as needed, if DISTRO_FEATURE='ldap' has been disabled.
