meta-phosphor:libtinyxml2: disable buildpaths warning
Not sure what's going on here but a fresh build of certain systems with
the latest master does not complete:
```
ERROR: libtinyxml2-11.0.0-r0 do_package_qa: QA Issue: File
/usr/lib/libtinyxml2.a in package libtinyxml2-staticdev contains reference to TMPDIR [buildpaths]
ERROR: libtinyxml2-11.0.0-r0 do_package_qa: Fatal QA errors were found, failing task.
```
Similar to 789c0dc98, disable this failure for libtinyxml2.
Building certain machines seems to work fine which doesn't make much
sense as they all bring in libtinyxml2.
