meta-facebook: yosemite4: Adjust all fan PWM to 70% as default
Summary:
Set all the fans' PWM to 70% to prevent the fans' speed exceed the UNC
before starting the phosphor-pid-control service.
(based on thermal team's requirements)
Tested:
Checked all the fans' PWM are 70% before phosphor-pid-control service
starts.
