meta-phosphor: enable 'usrmerge'
An upcoming systemd is going to deprecate split-usr support[1] and
Yocto supports 'usrmerge' as a DISTRO_FEATURE. Getting out in front
of the upcoming systemd release by enabling this in meta-phosphor now.
