meta-ibm: Add PAM config to avoid totp for LDAP users
Currently when MFA TOTP authentication enabled at AccountService
PAM google_authenticator prompts for TOTP during LDAP user login
This commit adds a check to avoid PAM google_authenticator for LDAP
users
Tested by:
Verified login with local user and LDAP user when MFA enabled and
disabled
