meta-facebook: clemente: Fix chassis power cycle function.
The chassis power cycle function was implemented the power button control to restart the host only,
but not the standy-AC power cycling.
There are HSCs(LM5066i) on PDB to config by HPM board's Bianca IO Expander from Clemente DVT design change.
