meta-facebook: meta-harma: init BIOS version from new version file
The new BIOS updater reads and writes the BIOS version from
/var/bios/host0_bios_version.txt. If this file does not exist,
create it using the version from /var/lib/fb-ipmi-oem/appData.json
for backward compatibility. This ensures the updater can still function
even if the version file hasn't been generated yet.
