meta-facebook: yosemite4: medusa fault, alert, LCR event
Summary:
Once 48V/12V HSC or 12V power brick has occurred fault/alert/LCR,
need to record the event and register status in BMC event logs.
Test Plan:
Build code - pass
Trigger 48V HSC OVP and check event logs - pass
