meta-facebook: yosemite4: Add conflict to the options of the power control command
1. Add conflict to the options of the power control command.
If two controls are executed on the same slot at the same time,
the power command executed first will be stopped before the next
command is executed.
2. Check the i3c hub when chassis power control fails to ensure that
the i3c port is correctly enabled/disabled.
3. When the conflict is added between all power-control options, the
command executed later will kill the previous command, causing the
execution of the previous command to fail. Therefore, we need to
confirm the power status before setting the power state.
Tested:
1. Power control: Pass
2. Sled-cycle/Reboot: Pass
