meta-inspur: fp5280g2: Remove phosphor-power-psu-monitor
Since phosphor-power-psu-monitor is only applicable to IBM's p10
system and is disabled by default, it will not be applicable to
Inspur's fp5280g2 system, remove it.

Tested: Successfully build image-bmc on fp5280g2
