meta-facebook: clemente: remove OSFP EEPROM driver bind service
On the Clemente platform, the OSFP FRU EEPROM becomes accessible once
the module's standby power is enabled. Therefore, it is not necessary to
bind the EEPROM driver during host power-on.
This change removes the osfp-eeprom-driver-bind.service from Clemente
limiting, its use to the Catalina platform only.
