meta-facebook: ventura: modify the early-sys-init
1. Add use the fb-common-functions to use the set_gpio function
2. Remove the VLAN MDIO command settings for the Marvell Ethernet chip, as it causes network issues due to the absence of a VLAN interface on the Ventura BMC. This setting will be re-added if the Meta team decides that this function is necessary.
