recipes-google: Add metrics-ipmi-blobs
metrics-ipmi-blobs provides a set of BMC health info through an IPMI
blob.
Tested:
After adding the meta-google layer, the recipe "metrics-ipmi-blobs"
shows up in `bitbake-layers show-recipes`.
