meta-facebook: catalina: Use PDB_MAX_VR_TEMP_C for FSC Configuration
Modify the fan speed control (FSC) configuration to use
`PDB_MAX_VR_TEMP_C`, which reflects the highest VR die temperature in
real time. This improvement enhances thermal management and ensures
compatibility across all PDB board variants.
