meta-phosphor: Add EXTRA_IMAGECMD for generate_ext4_tar
Enhances flexibility in specifying additional options for ext4
filesystem creation during image generation. For example, UFS
requires setting the block size to 4096.
Usage:
EXTRA_IMAGECMD:ext4:append = " -b 4096"
