meta-facebook: catalina: Configure Fan Controller Based on Chip Type
Add a fan controller driver binding check and configure the fan
controller based on the chip type. This enhancement prevents the
`catalina-sys-init` service from failing when using a 2nd PDB board
caused by incorrect I2C address access.
