phosphor-state-manager: use CHASSIS_INSTANCE for chassis service
Some systems have more chassis than hosts. Use the
OBMC_CHASSIS_INSTANCES variable instead of OBMC_HOST_INSTANCES for
instantiating the service symlinks.
