meta-phosphor: Add zstd dependency for bmcweb
Most builds already pull in zstd, so enabling this everywhere should
only have positive impacts. Leave the packageconfig if someone wants to
disable zstd http support.
For platforms that already disabled zstd support for space reasons,
disable bmcweb zstd support.
