meta-facebook: clemente: add backend NIC driver bind service
On the Clemente platform, the backend NIC becomes available only after
the host is powered on. The CX8 TMP421 driver fails to bind during the
initial BMC boot following an AC power cycle due to the NIC being
inactive.
This update adds a service to bind the CX8 TMP421 driver once the host
is powered, ensuring the driver is correctly loaded.
Test result:
- All node drivers are bind successfully by backend-nic-driver-bind
