meta-ibm: p10bmc: Update OCC to processor associations
This corrects the associations between processor and OCC.
The OCC is power_managing the processor.
The processor is power_managed_by the OCC.
Retrieving the element that OCC is managing:
as 1 "/xyz/openbmc_project/inventory/system/chassis/motherboard/dcm0/cpu0"
