gbmc-br-dhcp: increase curl deadline and allow an extra retry
We sometimes see that image downloading gets stuck until maximum
timeout. This allow us to have another chance to retry the curl.
Tested: passed a invalid url and make sure the retry and time remaining are correct, and timed out with no issue.
