meta-ibm: sbp1: Configure phosphor-ipmi-ipmb
phosphor-ipmi-ipmb is used for Intel ME communication to
get thermal sensor data and to set Intel ME into recovery mode
when doing an x86 BIOS update.
Tested: Intel ME responds to commands and returns thermal sensor data.
